Abstract
This report presents findings from a comparative study conducted by the International Development Research Centre, Kituo Cha Sheria (Kenya), and Rwanda’s Legal Aid Forum (LAF) on the role of technology in enhancing access to justice for indigent and vulnerable populations in Kenya and Rwanda. Focusing on the digitization of legal services, the study evaluates its impact on both service providers and users, particularly during and after the COVID-19 pandemic. Key improvements identified include increased accessibility, reduced paperwork, and greater efficiency and transparency in judicial processes. Despite these advances, challenges such as digital illiteracy, poor ICT infrastructure, high initial costs, and data security concerns persist. The report concludes that while obstacles remain, with strategic investment and inclusive policies, digitization holds significant potential to transform the justice systems of both countries into more efficient, accessible, and transparent institutions.
