Community Legal Empowerment
Community Legal Empowerment is a core focus of the Legal Aid Forum (LAF), enabling individuals and communities to understand, use, and shape the law to protect their rights. Rooted in people-centred justice, LAF's approach ensures justice is accessible, fair, and responsive; especially for the poor, vulnerable, and marginalized.
In Rwanda, access to justice is a constitutional right and essential for the rule of law, social cohesion, and development. Yet many still face barriers like poverty, distance, discrimination, and complex procedures; disproportionately affecting women, children, refugees, and persons with disabilities.

Paralegals: Bringing Justice to Every Community
Community-Based Paralegals
Community-based paralegals have played a vital role in bringing justice closer to people who face barriers in accessing formal legal services in Rwanda. The initiative was established to empower trusted community members with basic legal knowledge and mediation skills, enabling them to provide accessible legal assistance, promote dispute resolution, and bridge the gap between citizens and the justice system, particularly for vulnerable populations.
Community-based paralegals handle both civil and criminal matters, helping individuals resolve disputes, access legal remedies, and navigate the justice system. Beyond case management, they promote legal awareness and strengthen community engagement through existing local platforms such as Community Assemblies and Umuganda, ensuring legal information and assistance reach communities at the grassroots level.
LAF strengthens the effectiveness of community-based paralegals by providing training on key laws, mediation techniques, and performance standards, equipping them with the skills needed to deliver quality legal services. Through this support, paralegals serving communities across all 30 districts of Rwanda resolve between 3,000 and 5,000 legal cases annually, making a significant contribution to expanding access to justice across the country.
